Performance management, as defined by the Office of Personnel Management (OPM), is the systematic process by which an agency involves its employees, as individuals and members of a group, in improving organizational effectiveness in the accomplishment of agency mission and goals. It encompasses planning work and setting expectations, continually monitoring performance, developing employee capacity to perform, periodically rating performance in a summary fashion, and rewarding good performance. OPM provides guidance and resources to federal agencies to establish and maintain effective performance management systems that align individual and organizational goals, promote employee development, and contribute to a high-performing workforce.
